Marks every active, non-liquidation cash raise on each requested account
as completed after the custodian has already withdrawn the cash. The
operation does not book another cash withdrawal.
The request is one atomic action page of at most 500 accounts. Accounts
without an active fixed-amount raise are left unchanged, as are
liquidation raises and unactivated sleeve-scoped raises.
